Should I move to France, Italy, Spain or Portugal?

VERY broad perspective here, but me and my partner are considering moving abroad, hopefully permanently! Having done this several times and failed (meaning I had to move home due to lack of money, work etc.) I try to go steady this time, and do things slow. We are thinking about southern Europe, but can not decide on either Italy, Spain, France or Portugal. (The mediterranean is the clue here!)

What I'm asking is for personal experiences from people moving here.. How it was infiltrating into the specific country? pros and cons? regions?

Regarding work we plan to start a travel company and can direct tourism where we are, so our main concern is more on location (not how to get jobs etc.) I know this is very early in the planning for us, talking years ahead as we need to learn a new language and everything, but I thought maybe some useful advices along the way would help!

We have done research trips, and narrowed it down to the coast from Rome, Italy to Barcelona. But want to avoid the biggest cities as well as the smallest villages. Looking for an easy going, not too touristy small town! Then a friend of mine recommended Portugal.. so now we are even more confused!

Obviously, most people haven't lived in more than one of these countries, so there is no comparison. But I have heard tips here and there (don't move to Italy because it is hard to start a business because of the mafia, French are less likely to welcome you.. ) from other expats.

If you can recommend a specific location in the "area", please do!

(Oh, and I know this is such a generally broad that it might sound naive.. but we can simply not decide on country before we hear more from others stories)
